Parliamentary form of government, i think, is better for the Philippines because there would be states and each state can develop on their own. Every state will have their own representatives. They will be developing by their state's strength and if so the other states fail to develop, the stronger and much more prosperous states will give their helping hand to help those states who are definitely in need of help. budgeting of their fund will be easier because the representatives will be the one who will divide the funds and the representatives have to be trusted by the people, thats why they are the ones who are voted by the state people.

for example, this guy at my left is a representative of the state. He should be in constant contact with his people reporting their problems and progress. each state will have power in the whole of the country therefore giving each state opportunity to move individually and as a whole.

at the upper right of the screen, for example are the representatives of the states. they will be choosing their leader who will be called the prime minister. he will govern all the ministers of the states and so putting him to be like a president.

it is good because the ministers will know with themselves who is capable of governing them and who has the ability to hold such massive power. therefore, the ministers who are trusted in their own states will have to choose who they trust most among all the trusted.
